Moscow accuses Israel of arming Georgia - day before Assad arrives for big arms purchases

August 19, 2008, 10:49 PM (GMT+02:00)

A reunion to punish Israel for arming Georgia

The timing was precise. Tuesday, Aug. 19, the Russian Deputy Chief of General Staff Col.-Gen. Anatoly Nagovitsyn accused Israel at a Moscow news conference of arming and training the Georgian military.

Wednesday, Syrian president Bashar Assad arrives in the Russian capital for a two-day visit during which the Kremlin fully expects him to exploit the storm clouds blowing in from Georgia over Russian relations with the West to press for sophisticated weapons systems not so far released by Moscow.

On Aug. 17, DEBKAfile military sources reported Moscow's planned retaliation for America's missile interceptors in Poland and US-Israeli military aid to Georgia may come in the form of Iskandar surface missiles installed in Syria and its Baltic enclave of Kaliningrad.

Russian Baltic and Middle East warships, submarines and long-range bombers may be armed with nuclear warheads.

One plan on the table in Moscow to punish Israel, DEBKAfile's sources report, is the establishment of big Russian military, naval and air bases in Syria and the release of advanced weapons systems withheld until now from Iran (the S-300 air-missile defense system) and Syria (the nuclear-capable 200 km-range Iskandar surface missile).

T prepare the ground, Gen. Nagovitsyn charged Israel with arming the Georgian military with mines, explosive charges, special explosives for clearing minefields and “eight kinds of unmanned aerial vehicles.”

He added: “In 2007, Israeli experts trained Georgian commandos in Georgia and planned to supply Tbilisi heavy weaponry, electronic weapons, tanks and other arms at a later date, but the deal didn’t work out,” he said without explaining why.

Nagovitsyn also said that Russian soldiers had detained 20 mercenaries near the Georgian city of Poti, including three Arabs, all wearing Georgian army uniforms.

DEBKAfile's military sources report Moscow's planned retaliation for America's missile interceptors in Poland and US-Israeli military aid to Georgia may come in the form of installing Iskandar surface missiles in Syria and its Baltic enclave of Kaliningrad.

Russian Baltic and Middle East warships, submarines and long-range bombers may be armed with nuclear warheads, according to Sunday newspapers in Europe.

In Georgia, Russian troops and tanks advanced to within 30 km of Tbilisi Saturday, Aug. 15. A Russian general said Sunday they had started pulling out after president Dimitry Medvedev signed the ceasefire agreement with Georgia and president George W. Bush called again for an immediate withdrawal.

After routing Georgia over the breakaway enclaves of South Ossetia and Abkhazia, Moscow appears to be eying Poland, the Middle East, and possibly Ukraine, as the main arenas for its reprisals.

One plan on the table in Moscow, DEBKAfile's sources report, is the establishment of big Russian military, naval and air bases in Syria and the release of advanced weapons systems withheld until now to Iran (the S-300 air-missile defense system) and Syria (the nuclear-capable 200 km-range Iskandar surface missile).

Shortly before the Georgian conflict flared, Moscow promised Washington not to let Iran and Syria have these sophisticated pieces of hardware.

The Iskander's cruise attributes make its launch and trajectory extremely hard to detect and intercept. If this missile reaches Syria, Israel will have to revamp its anti-missile defense array and Air Force assault plans for the third time in two years, as it constitutes a threat which transcends all its defensive red lines.

Moscow's war planners know this and are therefore considering new sea and air bases in Syria as sites for the Iskander missiles. Russia would thus keep the missiles under its hand and make sure they were not transferred to Iran. At the same time, Syrian crews would be trained in their operation.

DEBKAfile's military sources report Syrian president Bashar Assad will be invited to Moscow soon to finalize these plans in detail.

Military spokesmen in Moscow said Saturday and Sunday that Russian military planners to started redesigning the nation’s strategic plans for a fitting response to America's decision to install 10 missile interceptors in Poland and the war developments in Georgia.

The chairman of the Israeli Knesset foreign affairs and defense committee, Tzahi Hanegbi, spoke out strongly Sunday, Aug. 17, against treasury plans to slash the defense budget. He warned that the military faced grave confrontations in the coming year - possibly on several fronts.

Russian president Dimitry Medvedev said Monday, Aug. 25, he was considering a number of options in relations with NATO including halting ties with the Atlantic alliance. He spoke at the Black Sea resort of Sochi, after the upper house in Moscow unanimously urged him to recognize the two breakaway Georgian provinces as independent republics. This step would defy international recognition of the status of South Ossetia and Abkhazia as breakaway provinces of Georgia for the first time.

Medved said a decision to break off ties with NATO would be difficult but relations had “worsened sharply as a result of the conflict with Georgia over South Ossetia.”

The Iranian news agency reports that Mahmoud Ahmadinejad will meet Medvedev on the sidelines of the Shanghai Cooperation Organization (SCO) taking place in Dushanbe, Tajikistan, Thursday and Friday, Aug. 28-29.

Last week, at the height of the Georgian crisis, the Russian president received Syrian president Bashar Assad at Sochi to discuss sophisticated Russian arms shipments and the establishment of a Russian naval base Syria.

The Russian Navy chief, Adm. Vladimir Vysotsky announced Sunday, Aug. 24, that its warships in the Mediterranean region have been placed under the command of Russia’s Black Sea Fleet.

At the same time, the American aircraft carrier, the Iwo Jima Expeditionary Strike Group heading a six-vessel contingent set sail this week for the Mediterranean and Persian Gulf, with 6,000 sailors and marines aboard.

Then on Monday, the Russian general staff took the further step of announcing regular searches of all cargoes transiting the Georgian port of Poti.

DEBKAfile’s military sources report extreme concern in Israel’s military and navy. Washington and Jerusalem both regard the link-up of Russian naval operations in the two waters a further aggressive Russian step in the Cold War spreading out of Georgia to the Black Sea, the Ukraine, and other parts of the Caucasian region.

Moscow’s Black Sea Fleet headquarters at the Ukrainian port of Sevastopol will henceforth be in command of the flotilla to be deployed at the Syrian port of Tartus.

The Black Sea’s flagship, the Moskva missile cruiser, was accordingly detached Saturday, Aug. 23, from the Russian naval contingent heading for Syria and recalled to Sevastopol. Henceforth, the Moska will act as joint flagship for the Black Sea and Mediterranean fleets, linking to two under a single command.

Moscow’s announcement Monday that Russian forces would search cargoes transiting Poti underscored its determination to retain its grip on the strategic Black Sea port.

At the opposite end of the new Russian maritime chain, US and Israeli satellites have recently observed large dredgers operating at the Syrian port of Tartus. They are believed to be preparing the small Mediterranean port to serve as permanent base for large Russian naval vessels, such as the Admiral Kuznetsov – right opposite the US Sixth Fleet and in close proximity to Israeli waters and shores.

Boosting the US naval buildup in the region, Tuesday, Aug. 26, the USS Iwo Jima leaves Norfolk for the Mediterranean and Persian Gulf at the head of a large group which includes the USS San Antonio amphibious transport dock ship.

They will be joined Friday by the amphibious dock landing ship USS Carter Hall , the guided missile cruiser USS Vella Gulf and the guided missile destroyer USS Ramage . Another guided missile destroyer. the USS Roosevelt and the fast attack submarine USS Hartford will be part of the group.

Washington accompanied this warning to Damascus, DEBKAfile has learned, with its first explicit threat of military intervention to aid Lebanon should Syria go through with its planned incursion of the North.

DEBKAfile first revealed the concentration of 10,000 Syrian troops on the Lebanese border on Sept. 20 and again on Sept. 27.

The warning, according to our sources, was delivered on Sept. 28 by secretary of state Condoleezza Rice to the Syrian foreign minister Walid Mualem whom she invited for an urgent meeting in New York. The day after they met, Mualem was handed a second warning by undersecretary of state David Welch, who specified precisely whic Syrian movements the US government would deem crossing the Lebanese border.

The harsh words from the top two American diplomats left the Syrian minister with little option but to promise there would be no Syrian incursion. However, in a number of subsequent interviews, Mualem claimed his talks with the two American officials focused on Washington’s support for the indirect talks between Jerusalem and Damascus, a tale made of whole cloth.

In the week since Washington warned Damascus off, nothing has changed in the Syrian military deployment on the Lebanese, our military sources confirm.

Syrian officials talking to Western diplomats are now maintaining that Islamic extremists are setting up an emirate in northern Lebanon which will jeopardize the stability of the entire region. Since Damascus has been warned off interfering in Lebanon by Washington, it cannot take responsibility for the consequences.

Syria’s determination to occupy the northern region of Tripoli is not lost on the Lebanese. The highest ranking Salafi authority in Lebanon, Dai al-Islam Shahhal, warned this week against an incursion by the Syrian army into north Lebanon, saying it would open 'the gates of hell and lead to what is similar to Iraq and its misery."

Iranian sources: Obama to free four Iranian "diplomats" as swap for US journalist

DEBKAfile Exclusive Report

Roxana Saberi's release part of US-Iran swap?

According to DEBKAfile's intelligence sources from Iran, the release of US journalist Roxana Saberi Tuesday, May 12, was part of an exchange deal under which Washington agreed to free four senior Iranian Revolutionary Guards intelligence officers captured in Irbil, northern Iraq in January 2007. Defined as "diplomats" by Tehran, they ran terror operations and covert arms supplies from Iran then to al Qaeda and Sunni insurgent networks.

Those sources reveal that the Obama administration will also release to Tehran information on the fate of the Iranian diplomat who disappeared in Pakistan four months ago. US and Pakistani officials claimed at the time that he was kidnapped by the Taliban, tortured and executed, while Tehran insisted he was captured - and is still held - by US special forces because of his ties with al Qaeda.

The four Iranian agents captured in Irbil have not yet been freed, but senior Iranian and Iraqi sources say it will happen soon. The date depends on Tehran satisfying Washington's demand for information on the former FBI agent Robert Levinson, who has never been heard of from the time he disappeared on the Iranian island of Kish in March 2007.

On April 23 this year, Mohammad Hossein Aghasi, the Iranian lawyer the Levinson family hired to trace him said he believes the missing American is alive and held at a secret location in Iran.

Our intelligence sources stress that the Obama administration's willingness for this kind of swap goes partway toward admitting to Tehran's charge that Roxana Saberi performed services in Iran for the United States.

After the Tehran court commuted the eight-year sentence against her for spying to two years suspended, her lawyer revealed that part of the Iranian case against her was that she had a copy of a confidential Iranian report on the US war in Iraq which, he said, she had copied "out of curiosity."
