Lockheed Martin Counts On Global F-35 Buys To Ease Sequestration Pain ....

By Michael Fabey, Bill Sweetman
Source: Aerospace Daily & Defense Report (AW&ST)
July 25, 2013

As Lockheed Martin officials try to gauge the potential effects of sequestration on its vaunted F-35 Joint Strike Fighter, the contractor is looking toward international sales to keep the program steadily aloft.

“In terms of any impact that we might see on F-35,” says Marillyn Hewson, Lockheed President and CEO, the company will “backfill probably by international opportunities because that’s where we’re going to ramp up. In fact, we look over the next five years close to 50% of our orders will come from international customers. So we’ve got to just wait until they come forward with or wait until the Department of Defense comes forward with what their plans are and then we’ll adjust accordingly.”

In the pre-sequestration fiscal 2014 budget, the Pentagon plans to order just more than 300 F-35s in all three variants in the next five years (2014 through 2018). International customers are expected to place multiyear orders for most or all of their planned fleets, so Hewson’s prediction is likely to be accurate if Australia, Britain, Japan and other customers maintain their current plans and the campaign to sell the F-35 to South Korea is successful.

The Pentagon “has not come out with a definitive position on how they’re going to take into account sequestration,” Hewson said July 23 during a quarterly earnings call with Wall Street investment analysts. “I know there has been lot of speculation. I’m not going to speculate on what they’ll come out with.”

She says, “We’re working closely with them. They’re looking at different scenarios of how they are, if they’ll address it. One thing I will say is that they’re very supportive of the F-35 and we’ll just have to see how it comes out.”

The conclusion of negotiations on the sixth and seventh F-35 low-rate initial production (LRIP) lots is expected before the end of the summer. Those lots will include foreign orders.

Bruce Tanner, company executive vice president and CFO, says, “Think of the [F-35] negotiations that we hope to close fairly quickly here as being the same quantities we have embedded within the fiscal year themselves, not adjusted for sequestration. [Defense Undersecretary Frank] Kendall has been pretty vocal about trying to keep quantities and trying to prevent sort of the reopening of contracts.”

Robert Spingarn, of Credit Suisse, asked, “So, Bruce, if I want to understand what you both just said, it’s not so much about quantities, it’s more about total dollars and these dollars don’t necessarily come off of unit price but from other areas of the program?”

Tanner answered, “I think you said it just right, Rob.”

Consegnato all'Olanda il primo F-35 .... anche se ....

"Expectations are that the first test aircraft will be flown within some days by an American pilot to the US Air Force base in [Eglin] Florida, where the aircraft remains stored until a decision has been taken on the replacement of the [Lockheed] F-16 in connection with the memorandum on the future of the Netherlands armed forces," the defence ministry says.

"During that period of storage, the aircraft will be used for technical ground tests."

The UK's Lightning II stealth fighter aircraft will be based at RAF Marham in Norfolk, Defence Secretary Philip Hammond announced ....

The Lightning II is the most advanced jet our Armed Forces have ever operated and the decision to base it at RAF Marham has secured the future of the base.

The decision will also mean new investment and infrastructure to make RAF Marham the Main Operating Base for the aircraft.

Lightning Round ....

The Air Force, having already announced its intent to bed down its first overseas combat-ready F-35 unit in the Asia-Pacific region, is now determining the most suitable location, said Gen. Hawk Carlisle, Pacific Air Forces commander.

Speaking to reporters in Washington, D.C., on July 29, Carlisle said he expects the Air Force to down select from the nine available PACAF bases to four this fall, and then pick the preferred location and reasonable alternative "after the turn of the year."

Eielson AFB, Alaska, will likely fare "very well" due to its training airspace and existing infrastructure, he said.

Eielson also provides rapid access to northeast Asia, he said.

Other possible locations are: Kadena AB, Japan; Misawa AB, Japan; Kunsan AB, South Korea; and Osan AB, South Korea, said Carlisle.

The choices are "pretty limited" when looking at the nine bases, he said.

"We won't put [the F-35] in Hawaii because we already have the F-22s there," he said, noting that the same applies to JB Elmendorf-Richardson, Alaska, which is home to two F-22 squadrons.

Andersen AFB, Guam, is "not really optimum," plus "the marines are going there," he said.

Further, "We won't put it in Yokota [AB, Japan,] because that's where the C-130s are," he said.

Lockheed agrees on price cuts for next 71 F-35s ....

Lockheed Martin has agreed to reduce prices on orders for the next 71 F-35 strike fighters from between 4% and 8% to avoid losing orders due to the US military's planned budget cuts.

The agreement reached with the F-35 joint programme office after a six-month negotiating process applies to the next two lots of low-rate initial production, named LRIP-6 and LRIP-7, Lockheed says.

The LRIP-6 prices are reduced by 4% compared to the fifth lot of production signed in December 2012.

Lockheed also agreed to reduce the cost of the aircraft ordered under LRIP-7 by another 4%.

Lockheed, Pentagon Reach Deal On 71 More F-35s ....

Lockheed Martin Corp and the Pentagon have reached agreement on orders for the next two batches of F-35 fighter jets, a deal worth over $7 billion, a person briefed on the discussions told Reuters on Monday.

The deal covers 71 of the radar-evading planes, with 36 jets to be purchased in the sixth production lot, and 35 in the seventh.

The total includes 60 F-35s for the U.S. military, and 11 for Australia, Italy, Turkey and Britain.
