The strategic planning has already begun to install the defence system in the two cities and the final proposal will be put before the government after detailed analysis of the entire project, sources said. The jet, piloted by navy test-pilots Col. Nikolai Diorditsa and Mikhail Belyaev, completed several approaches to the carrier and finally made a touch-and-go landing. The Vikramaditya, formerly the Russian Navy’s Admiral Gorshkov, is to be handed over to India after the trials after a much-delayed refit. The ship was extensively modified to undertake STOBAR (short takeoff but assisted recovery) operations with MiG-29K naval fighter aircraft, as well as receiving new air defense, communications and navigations systems. The strip lies close to the Line of Control (LoC) with Pakistan. The IAF is planning to operate medium, heavy-lift and combat aircrafts from Kargil in the near future.The Kargil War of 1999 saw significant shelling and damage to the airstrip, and converting the airport into a full-fledged air base seems to be a logical response to those loses. ... This airbase can be viewed as being tactically and strategically inutile. This is due to the fact that significant resources will be expended to eliminate the threat at the very onset of hostilities. Its proximity to the border, and the ability of planes to weave their way through the mountains and evade Indian Airborne Warning and Control System (AWACS) leave it with little scope for any early warning. India’s decision to squander air power advantages in response to Chinese infrastructural activity and border provocations betrays a sense of panic and paranoia within the Indian Air Force. Nevertheless, exporting uranium to India may actually help nuclear disarmament.It is true that the Nuclear Non-Proliferation Treaty ranks among the most successful arms control agreements in history. Only three states refuse to sign (India, Israel, and Pakistan) with one withdrawn (North Korea). Yet the NPT is not an end in itself. It is a means to a much higher objective; the emancipation of humanity from the dangers of nuclear war. The 2005 US-India nuclear deal seriously undermined the bargain inherent in the NPT. Since then, nine other countries have negotiated or are in the process of negotiating nuclear cooperation agreements with India, including four of the five permanent members of the United Nations Security Council. This means that when it comes to exporting uranium to India, Australia is no longer a partner in a global effort, but is instead sitting isolated out in the cold. The belief that Australia should refuse uranium exports to India, however nobly intended, promises to be an unmitigated failure. ... Australia's responsibility to promote non-proliferation transcends any individual policy, including the NPT, and must be adapted to evolving circumstances. If New Delhi commits to tying ratification of the CTBT to the US Senate, the government can truthfully tell the Australian people that our export of uranium to India has advanced global disarmament objectives.
