Contratto negli Usa per l'aereo Super Tucano

(WAPA) - L'Usaf (Us Air Force) ha annunciato di aver scelto l'aereo A-29 Super Tucano (o EMB_314), prodotto dalla Embraer Defense and Security (Eds), per il programma Las (Light Air Support). Il velivolo sarà fornito in partnership con Sierra Nevada Corporation (Snc) quale prime-contractor ed utilizzato per condurre diverse operazioni (addestramento avanzato, ricognizione aerea e supporto).

 

Questo ordine fermo ha un valore di 355 milioni di dollari. Saranno forniti venti velivoli Las, ma anche una serie di equipaggiamenti per soddisfare i requisiti dell'addestramento, della manutenzione e del supporto.

 

L'A-29 Super Tucano è stato progettato per missioni specifiche e particolari ed attualmente utilizzato da cinque forze armate ed ordinato da altre. E' in grado di svolgere oltre che le attività Las, anche quelle in aiuto del governo colombiano per sconfiggere le Farc e per altre operazioni illegali. Le 150 unità ora in servizio nel mondo hanno raggiunto più di 130 mila ore di volo, di queste 18.000 in combattimento senza alcuna perdita.

Sierra Nevada Wins Light Air Support Contract, Again ....

 

The Air Force on Wednesday awarded Sierra Nevada of Sparks, Nev., a $427 million contract to supply 20 A-29 Super Tucano light-attack aircraft to the Afghan air force and provide associated maintenance and training support under the Light Air Support program.

Sierra Nevada beat out Hawker Beechcraft (now Beechcraft), which offered the AT-6.

Deliveries of the A-29 turboprop airplanes are anticipated to commence in summer 2014 at a rate of two per month to operational air bases in Afghanistan, states the service's Feb. 27 release.

The Afghans will use the A-29s in roles including advanced flight training, surveillance, close air support, and air interdiction.

"It is a great honor to serve our country by providing the aircraft, training, and support for this program," said Taco Gilbert, Sierra Nevada's vice president of integrated tactical solutions, in the company's release.

Sierra Nevada's industry partner Embraer will assemble the A-29s in Jacksonville, Fla., states the release.

The Air Force initially awarded Sierra Nevada the LAS contract in December 2011, but subsequently terminated it following a Hawker Beechcraft protest and an internal Air Force investigation that turned up deficiencies in the service's source-selection paperwork.

"I am confident that the source selection process was disciplined and meticulous," said Lt. Gen. C.R. Davis, military deputy for acquisition in Air Force headquarters, of the do-over.

"We are excited to provide a much-needed capability to our Afghan partners," he added.

Potrebbe trattarsi di una mossa degli Stati Uniti per ingraziarsi il governo brasiliano in quella che sarà, se mai ci sarà, la futura scelta nell'ambito della competizione destinata all'acquisto del caccia FX-2 .... competizione alla quale, come è noto, partecipa anche Boeing con il suo F/A-18E/F .... Boeing che, guarda caso, intrattiene rapporti di collaborazione proprio con la brasiliana Embraer ....

Anche questo è vero .... ma non credo che gli Stati Uniti, dati i tempi, facciano qualcosa per puro spirito filantropico .... senza pensare ad una possibile futura contropartita ....

Non ho certezze assolute ma... Il T 6 "Texan II" rimane di fatto solo la costruzione su licenza Pilatus del PC-9. L'ormai lontano accordo aveva portato nelle casse del costruttore svizzero 200 milioni di CHF ...In più il pagamento di diritti per ogni pezzo venduto. L'aereo è stato venduto dagli USA a Paesi "vietati" dalla Svizzera (come Israele per esempio)... E poteva essere una concessione contrattuale. Può darsi che per usi più... spinti ci siano "divieti" contrattuali o decisioni prese per opportunità.

Beechcraft Protests Air Force's Light Air Support Decision ....

 

Beechcraft announced that it is filing a protest with the Government Accountability Office over the Air Force's decision to award the Light Air Support contract to the Sierra Nevada/Embraer team and not to it.

"Following our debrief with the Air Force earlier this week, we are very perplexed by this decision," said Beechcraft CEO Bill Boisture in the company's March 8 release.

The Air Force on Feb. 27 chose the A-29 Super Tucano that Sierra Nevada/Embraer will supply over Beechcraft's AT-6.

The contract for 20 LAS airplanes and associated equipment and services for the Afghan air force is worth an estimated $427 million.

Boisture said Beechcraft's AT-6 bid was more than $125 million less than the competitors' A-29 proposal.

"We simply don't understand how the Air Force can justify spending over 40 percent more . . . for what we consider to be less capable aircraft," he said.

In their own release, Sierra Nevada and Embraer asserted that their A-29 bid was the overall best value.

"Given the strength of our proposal and the thoroughness of the Air Force's evaluation process, it is unfortunate that Beechcraft is now protesting," states the release.

Air Force Defends Light Air Support Contract Award ....

 

The Air Force on Monday defended its decision to award the Light Air Support contract to the team of Sierra Nevada and Embraer and not to Beechcraft.

"We are confident that this best-value decision is well supported and that the offerors' proposals were fully and fairly evaluated consistent with the evaluation criteria in the solicitation," service spokesperson Ed Gulick told the Daily Report on March 11.

Beechcraft on March 8 lodged a protest with the Government Accountability Office over the Air Force's Feb. 27 selection of the Sierra Nevada/Embraer A-29 light-attack airplane to be the LAS platform instead of Beechcraft's AT-6.

Beechcraft is challenging the Air Force's assertion that the A-29 represents the best value.

GAO must decide on the merits of Beechcraft's complaint by June 17, according to the office's website.

Gulick noted that the Air Force assembled "a new evaluation team, internal and external advisors, and a new source-selection authority" for this competition, which came after the service terminated the previous source selection of the A-29 due to a Beechcraft protest and the Air Force discovering deficiencies in its source-selection documentation.

Although the U.S. Air Force has ordered Sierra Nevada/Embraer to stop work on the Light Air Support (LAS) contract that the team won Feb. 27, the service hopes the hold will only be temporary.

Lt. Gen. C.R. Davis, the principal deputy for Air Force acquisition, says the stop-work order was issued as standard procedure once the service was informed of losing bidder Beechcraft’s decision to protest.

The company announced it would protest the Air Force award March 8.

The U.S. Government Accountability Office has 100 days from the date of the protest to render a decision on its merit.

"[On 15 March] the Air Force Deputy Assistant Secretary for Contracting authorized Nevada-based Sierra Nevada Corporation to restart work on the Light Air Support (LAS) contract after notifying the Comptroller General of her decision," the USAF says.

Light Aircraft Support: The Choice Was Clear ....

For a second time, W.W. “Bill” Boisture, the CEO of Beechcraft Corp. (formerly Hawker Beechcraft), is challenging the U.S. Air Force's decision to award a contract to Sierra Nevada Corp. to supply 20 Embraer A-29B Super Tucano aircraft for the Light Air Support (LAS) program for use by the Afghan military.

Boisture claims the Defense Department is spending significantly more for the A-29B than it would for Beechcraft's AT-6, its proposed LAS variant of the T-6 Texan II turboprop primary trainer. The T-6 is a well-proven platform, and the AT-6 shares about 80% of its parts.

I could see Boisture's point if lowest cost were the only criterion for awarding a contract and if the AT-6 and A-29B offered equivalent capabilities. But neither point is the case.

I have flown both aircraft and there are significant differences. The AT-6 is a trainer that has been adapted for the LAS role with a 1,600-shp engine, a beefed-up wing with hard points, plus twin external gun pods, an electro-optical/infrared camera sensor ball and a network-centric C2ISR communications suite, among other significant improvements. On paper, that gives the AT-6 virtually the same capabilities as the A-29B Super Tucano.

Walk around the two aircraft, though, and obvious differences emerge. Built from the ground up for the light attack role, the Brazilian contender is considerably larger than the Beechcraft. The relatively small five-blade propeller offers 5 in. more ground clearance than the AT-6's four-blade prop, and its oil cooler intake is much higher, for protection against foreign object damage. These features make the Super Tucano better suited to rough-field operations.

The A-29B's wingspan is 4 ft. wider than the AT-6's and the lateral distance between the landing gear is 50% greater, making the aircraft easier to handle on runways in stiff crosswinds. The A-29B's main landing gear rolling stock is larger, featuring low-pressure 6.5-10 tires that are better suited to unimproved runway operations than the AT-6's high-pressure, 4.4-20 tires that are designed for smooth pavement. The A-29B's fuselage is 3 ft. longer and its vertical stabilizer is 2.3 ft. higher, providing more aerodynamic stability to handle the 1,600-shp engine.

The Super Tucano, to be assembled in Jacksonville, Fla., has two internally mounted 250-round FN Herstal .50-caliber guns plus four wing-mounted hard points for external stores and a center-line fuselage station for an external fuel tank. It can carry 3,420 lb. of external stores with fully loaded guns.

The AT-6 has six wing hard points, two of which can accommodate 400-round FN Herstal .50-caliber gun pods. While the AT-6 carries more ammunition, internal guns are easier to keep boresight-aligned than external gun pods. And the AT-6's external stores load is limited to 2,675 lb. with fully loaded gun pods.

Belt into the front seat of each aircraft and more important differences emerge. The A-29B's canopy is considerably larger, affording better visibility in the combat environment. Front and rear internal windshields protect the crew if the canopy is lost in combat. Its sensor ball is mounted farther forward on the bottom of the fuselage so its view of targets abeam the aircraft is not blocked by the wing when the aircraft is banked. The larger wing affords more lateral control with asymmetric external stores loads, such as a pilot might encounter if a 500-lb. smart bomb hangs up on an ejector rack.

The A-29B also has anti-skid power brakes, a computer that calculates drag and runway distance for 133 different external stores configurations and an autopilot that can be coupled to the mission computer to reduce pilot workload. The aircraft also has a proven combat record, having logged more than 18,000 hr., mainly in counterinsurgency operations against the Revolutionary Armed Forces of Colombia (FARC). It has amassed about 180,000 hr. with the air forces of Brazil, Chile, Colombia and Ecuador. Deliveries now have begun to Angola and Indonesia.

But, even if the two aircraft were exactly comparable, the long-term financial staying power of the two companies is not the same. That is a key risk factor written into the Federal Acquisition Regulation decision-making process. Sierra Nevada and Embraer have strong product portfolios and robust balance sheets. They will assemble the Super Tucano in Jacksonville. Beechcraft, having shed several unviable product lines, just now is emerging from bankruptcy. The Wichita manufacturer still faces a tough road to recovery. So, on balance, I believe the Air Force twice made the best choice for LAS, first in December 2011 and again in 2013.

Federal Court Lets Light Air Support Work Proceed ....

A federal judge last week denied Beechcraft's motion and ruled that work on the Air Force-sponsored Light Air Support program may proceed while the Government Accountability Office investigates Beechcraft's bid protest, according to service spokesman Ed Gulick.
"Sierra Nevada Corp. will continue work on the LAS contract" while Beechcraft's protest proceeds at GAO, said Gulick on April 19, the day of the court ruling.
Beechcraft was challenging the Air Force's decision to allow Sierra Nevada of Sparks, Nev., to continue work with its industry partner, Brazil's Embraer, to supply 20 A-29 light-attack airplanes to the Afghan air force under the LAS contract.
Earlier this year, after the Air Force chose the A-29 over Beechcraft's AT-6, Beechcraft filed its protest; GAO has until June 17 to rule.
Gulick said continued work on the LAS contract during the protest period "honors the US Air Force's critical and time-sensitive commitment to provide air support capability to the Afghan air force."
In a joint statement, Sierra Nevada and Embraer said the court's decision "ensures that work will continue uninterrupted on the LAS contract and that we will be able to deliver these aircraft in mid-2014."
