South Korea could make a final decision in the F-X III competition for 60 fighters as soon as the following week, with Boeing’s F-15 Silent Eagle in a strong position.

Seoul’s Defense Acquisition Program Administration (DAPA) says it has completed the evaluation of the competing bids of the three jets involved in the competition, according to a report by state news agency Yonhap.

S. Korea decides against picking Boeing's F-15 SE as next fighter jet ....

 

South Korea decided not to select Boeing's F-15SE as the country's next fighter jet Tuesday amid concern the sole-remaining candidate for the 8.3 trillion won (US$7.2 billion) project is not suitable as it lacks stealth features.

The decision, which came in a meeting of the Defense Acquisition Program Administration (DAPA) presided over by Defense Minister Kim Kwan-jin, prompted the government to restart the procurement program from the beginning, further delaying the replacement of the aging fleet of F-4s and F-5s.

Locked in competition with Lockheed Martin's F-35 and EADS' Eurofighter, Boeing was close to winning the deal with a cheaper offer than its rivals.

But its fourth-generation aircraft finished in second place behind the F-35 stealth jet in comprehensive assessments, leaving questions over its combat capabilities.

"The committee made the decision through in-depth discussions on the security situation and the combat environment based on assessments of the jets' mission capabilities and prices," DAPA spokesman Baek Yoon-hyung said in a briefing.

"The DAPA will promptly restart the project to minimize the security vacuum by consulting related organizations to revise the total budget and requirements."
According to military officials, the procurement agency insisted on proceeding with the project in accordance with its policy, while the defense ministry opposed the selection process that gave top priority to cost over combat capabilities.

"A majority of the committee members agreed to reject (F-15 SE) and restart the project, taking into consideration the recent security situation including North Korea's third nuclear test and latest aerospace technology development," defense ministry spokesman Kim Min-seok said.

"They agreed that South Korean Air Force needs fifth-generation combat jets to keep pace with the latest trend and to deter provocations by North Korea."
A team of officials from the defense ministry, Air Force and acquisition agency will consider various alternatives, including changing the number of jets, extending the funding and combining different types of aircraft, Kim said.

It is expected to take about one year to select the next fighter jet, he added, without giving details on a specific timeframe.

Their rejection on the verge of the final selection illustrates pressure felt by the military and the government to buy 60 jets from the F-15 family with improved features as experts and former Air Force chiefs have expressed concern over the jet's stealth capabilities.

As the F-15 SE failed to get approval at the last minute, the DAPA will restart the procurement program, which is expected to further delay the replacement of South Korean Air Force's aging fleet of F-4s and F-5s.

Seoul had initially required a potential contractor to deliver 60 jets for five years from 2017.

The combat-proven F-15 family jet customized for South Korean Air Force is equipped with active electronically scanned array radar and fly-by-wire system, and offers the largest weapons load capacity in the fourth-generation class.

"Silent Eagle is an aircraft that is neither old nor of a paper design," Boeing said in a statement.

"SE is an evolutionary design built on a combat proven airframe whose aerodynamic configuration is as optimal today as it was when initially developed."

Boeing tried to highlight its conformal weapons bay as one of the key radar-evading features, but it failed to quell questions over its capability against F-35, which is originally designed as a stealth jet.

South Korea appears set to re-tender its F-X III competition for 60 fighter aircraft after deciding against the selection of the Boeing F-15 Silent Eagle, which had been tipped to win the competition.

Although the F-15SE was the only aircraft to come in below the Defense Acquisition Program Administration’s (DAPA) budget of won (W) 8.3 trillion won ($7.73 billion), concerns about its stealth characteristics have apparently prompted the decision to re-start the acquisition process, according to a report by Seoul’s official Yonhap news agency, citing a DAPA statement.

The decision was reportedly made today at a DAPA meeting presided over by defence minister Kim Kwan-Jin.

The three contenders for the requirement were the F-15SE, Lockheed Martin F-35, and Eurofighter Typhoon.

Industry observers have consistently viewed the competition as a two way battle between the two American aircraft given Seoul’s extremely close ties to Washington.

Moreover, observers close to the South Korean defence establishment have observed the air force’s preference for the F-35.

A re-tendering of the competition could prove challenging for Seoul. Industry sources have said that DAPA loosened the stealth requirement of F-X III to allow fairer competition between the three aircraft.

Placing too much emphasis on stealth in a new competition, however, could be seen as undermining a fair competition.

Insomma la gara F-X III, apparentemente impostata quasi esclusivamente sul rispetto del limite di spesa prefissatio, sarebbe stato un tentativo di abbassare il costo degli F-35 che era l’aereo che l’aeronautica coreana voleva dall’inizio. Tentativo non andato a buon fine, mi sembra di ricordare che la differenza monetaria tra l’offerta Boeing e quella LM fosse sostanziale, e adesso Seoul ha deciso di bandire una nuova gara ma...

 

 

A key question now is whether Eurofighter and Boeing will bid again, especially in view of the defense ministry’s declaration that a “fifth-generation” fighter is needed. Boeing will “explore all of its options,” says an industry source. That will presumably include whether to do more work in developing the F-15SE, which offered limited stealth, advanced avionics integration, and considerable payload-radius, as well as a moderate price in competition with the F-35.

 

 

Con buone possibilità che alla F-X IV si presenti solo LM che potrebbe, in quanto unico concorrente, persino fare un’offerta più costosa di quella presentata per la F-X III.

With Seoul’s March 24 announcement of its long-held intent to purchase the F-35A, South Korea is likely securing an offset deal that will include a new military communications satellite and technical assistance in the country’s plans to develop an indigenous stealthy KF-X fighter.

Lockheed Martin, the sole producer of stealthy fighters globally, will provide more than 300 man-years worth of engineering expertise in assisting Seoul in designing its KF-X.

The F-22 and F-35 builder will also offer more than 500,000 pages of technical documentation derived from the F-16, F-22 and F-35, says Michael Rein, a company spokesman.

South Korea to Award Tanker Contract by the Fall ....

South Korea hopes to award a contract for its KC-X program by the fall, announced Lt. Gen. Hyungchul Kim, the Republic of Korea Air Force vice chief of staff, during a Mitchell Institute for Aerospace Studies event in Arlington, Va., last week.

South Korea will decide among Boeing’s KC-46, EADS A330, and Israel’s B-767 to be its aerial refueling tanker, said Kim.

Currently, ROKAF, which has no tankers of its own, must coordinate with US forces to refuel its fighter jets and other aircraft for deployments beyond the Korean Peninsula.

However, Kim said South Korea hopes it will be able to participate in more humanitarian missions and other exercises, such as Red Flag Alaska, once its tanker becomes operational in the 2017-2018 timeframe.

European aerospace giant Airbus won a $1.33 billion deal Tuesday to supply air refueling tankers to South Korea, beating US rival Boeing, Seoul's military procurement agency said.

Under the 1.488 trillion won deal, Airbus Defence and Space will supply four A330 MRTT aircraft by 2019 to South Korea's air force.

The A330 MRTT, a military derivative of the A330-200 airliner, was selected over Boeing's KC-46A, the state agency said.
