UES Inc, Dayton, Ohio, has been awarded a $49,057,000 indefinite-delivery/indefinite-quantity, cost-plus-fixed-fee contract for research and development associated with the Flash and Laser Airborne Protection System program.  
This contract is for exploratory and advanced research and development of materials and technologies to control, manipulate, and protect against photonic energy.  
Research involved in the processing, structure, properties and performance of photonic materials will provide a means to mature and transition the highest priority products needed by the Air Force.  
These efforts will ultimately result in developed technologies that can be transitioned to legacy, developmental and future Air Force system components to provide an increase in aircrew protection, performance and efficiency while reducing cost and accelerating manufacture.  
The objective of this program is to increase aircrew survivability to flash-blindness and directed energy threats through unique and innovative research and development solutions, and to advance the current state-of-the-art in photonic materials technologies, interactions, and applications. 
Work will be performed at Wright-Patterson Air Force Base, Ohio, and is expected to be completed by Nov. 10, 2024. 
This award is the result of a competitive acquisition and four offers were received. 
Fiscal 2018 research, development, test, and evaluation funds in the amount of $1,072,134 are being obligated at the time of award. 
Air Force Research Laboratory, Wright Patterson AFB, Ohio, is the contracting activity (FA8650-18-D-5424).

US Air Forces in Europe posted photographs of two 95th Fighter Squadron F-22s flying alongside two Norway F-35s behind an RAF Mildenhall KC-135 tanker during training operations in Norwegian air space.

The 95th Fighter Squadron F-22s deployed to Spangdahlem AB, Germany, earlier this month and are forward deploying throughout Europe to demonstrate the Air Force’s “commitment to field and operate a fifth-generation aircraft” in Europe, according to USAFE.

The command announced Wednesday that five F-22s from the contingent forward deployed to Powidz AB, Poland, for theater familiarization and training. 
During the visit, the Raptors conducted a flyover in in Warsaw in celebration of the 100th anniversary of Polish independence, USAFE said in a release.

Their two, 20-year-long careers culminated with the couple’s joint retirement ceremony on Sept. 7, 2018, at Whiteman Air Force Base, Missouri.

The US Air Force’s average funding level in recent years is too little to replace, on a one-for-one basis, aging aircraft with new aircraft in the coming decades.
That’s according to research (*) by the Congressional Budget Office, which notes that costly-to-replace Lockheed Martin F-16C/D and Boeing F-15C/D fighters, F-15E multirole fighters, Lockheed Martin C-130 cargo aircraft, and Rockwell B-1B bombers are nearing the end of their service life.
CBO projects that replacing aircraft in the current fleet would cost an average of $15 billion a year in the 2020s. 
That figure would rise to $23 billion in the 2030s and then fall back to $15 billion in the 2040s.

Air Force Releases Report on Competition, Threats in Space ...

The Air Force’s National Air and Space Intelligence Center on Wednesday published an overview of the threats Russia and China pose in space, from cyber attacks, electronic jamming, and other anti-satellite weapons to the growing chance assets will collide in orbit. 
The 25-page report (*) also touches on Chinese and Russian space exploration and the proliferation of foreign satellite communications, navigation, and launch services. 
“Foreign space competitors will pursue new capabilities to access, operate in, and conduct war using the space domain, while working to deny the same to others,” according to the report. 
“Development of some space technologies could lead to a misperception of intent, driving countries to adopt a more hostile posture. 
Understanding the risks created by emerging technologies is critical to maintaining a peaceful space domain.”
