Divers in Sub Where 18 Feared Dead ....

Indian navy divers have entered a crippled submarine hit by twin explosions but have yet to reach any of the 18 sailors who are feared dead inside the vessel, a naval official said Thursday.

The Russian-built submarine had also been damaged in a deadly explosion in 2010 and had only recently returned to service.

On Jan. 5, the Indian Navy released some shots of its new flagship, INS Vikramaditya, a 40,000-ton 284 metres long and 60 mt high aircraft carrier.

On its way from Sevmash shipyard in North Russia, to Karwar on India’s western coast, the new aircraft carrier, accompanied by INS Trikand, a Talwar class frigate, INS Delhi, a Delhi class destroyer, and INS Deepak, the fleet tanker, has just entered Indian Navy’s Area of Operation in northwestern Arabian Sea where it met the rest of the Western Fleet, which includes the smaller aircraft carrier INS Viraat, two Delhi class destroyers, three Trishul class stealth frigates, a Godavari class frigate and a couple of offshore vessels.

INS Vikramaditya, India's largest aircraft carrier, is safely in the Indian Navy's hands now, and will begin its journey home shortly.

But just a year ago, there was an incident that created a major stir on board the massive ship as it was put through trials at sea off the Russian coast.

Navy's Guns Sink with Tender ....

The Navy’s plans to procure weapons for future warships are at risk of running aground.

The force urgently needs 127mm guns, but its tender for 13 guns estimated at Rs 1,500 crore finds itself in rough waters.
To start with, there were only two vendors for the guns globally.
Now, while one has walked out of the tender, the other is facing uncertainty due to its parent company’s woes.

The Navy is facing this situation also because the Defence Research and Development Organisation (DRDO) has not been able to design and develop a 127mm/5-inch gun indigenously.

Mishaps expose chinks in Navy armour

Seven accidents involving frontline warships in as many weeks have exposed major chinks in the Navy armour and punctured the claim of Admiral D K Joshi made last month that the safety record of the force was “not all that bad”.

In the latest incident, INS Betwa — a Brahmaputra-class guided missile frigate — is suspected to have run aground or collided with an unidentified object while approaching the Mumbai naval base.

The sonar dome mounted on the hull of the frigate commissioned in 2004 has cracked, leading to faulty readings and ingress of saltwater into sensitive equipment. The damage, which has prompted a board of inquiry, has rendered the ship ineffective.

The incident called “minor” by the Navy is the latest in a series that have come to light since December 4, Navy Day. Defence Minister A K Antony is believed to have sought a report.

Joshi, whose term as the Navy Chief has seen several major incidents, including the loss of the INS Sindhurakshak submarine, had on December 3 defended the safety record of the force.

The very next evening, India’s leading minesweeper, the INS Konkan that was undergoing repairs in Vizag, caught fire and suffered major damage to its interiors. The Pondicherry-class minesweeper was getting a refit at a dry dock when the incident occurred.

In another incident, a 30-mm gun on ICSG Sangram, a patrol boat undergoing a refit at the naval docks in Mumbai, fired accidentally. The shell pierced the Naval headquarters building damaging a few offices and narrowly missing a few officers.

Following this, the INS Tarkash — a Talwar-class frigate which has conducted several overseas missions — hit the jetty while berthing at the Mumbai naval base. Its hull was badly damaged.

Late at night on December 23, the Navy suffered a major embarrassment after the INS Talwar collided with a fishing vessel 10 miles off the coast, injuring many. The 27 people aboard the fishing vessel had to be rescued after it sunk.

The dwindling submarine force of the Navy too suffered a setback when the Kilo-class INS Sindhugosh was “grounded” at the Mumbai base after it entered shallow waters at low tide. The submarine was, however, freed and did not suffer much damage.

A fault on board the INS Vipul, a Veer-class corvette that recently underwent repairs and refit, has also come to light. The warship, sources said, had to be sent back for repairs after a breach was discovered during sailing.

Besides these seven accidents, the Navy suffered its biggest blow last year when the INS Sindhurakshak submarine went down at the Mumbai harbour due to still unexplained explosions, killing 18 sailors. Almost six months later, the submarine is still lying at the bottom of the naval dock in Mumbai.

The Navy Chief asserted last month that it takes months and years for sunken submarines to be brought to surface.

Navy chief admiral DK Joshi resigned on Wednesday, hours after seven sailors suffered serious injuries and two officers remained "unaccounted for" in an accident on board India's Russian-built submarine, INS Sindhuratna.

The latest accident --- 11th after the INS Sindhurakshak sank in August --- has put the navy's dismal safety record under further scrutiny and underlined its inability to maintain its dwindling Kilo-class fleet.

Joshi's resignation has been accepted by the government. A defence ministry spokesperson said he had stepped down taking moral responsibility for the recent accidents.

Navy vice chief vice-admiral Robin Dhowan will officiate as the chief, even though Western Naval Command chief vice-admiral Shekhar Sinha happens to be the senior-most admiral after Joshi's resignation.

The government will not pick Sinha to head the service as several recent accidents has taken place under his watch.

The accidents under Admiral Joshi's watch had not only tarnished his track record as navy chief but also complicated his relationship with the defence ministry.

The ministry was upset with Joshi's inability to reduce mishaps. Much to the ministry's chagrin, the navy had been in a state of denial under Joshi and had even argued that its safety record was respectable, dismissing a few accidents as "non incidents."

Three months after the INS Sindhurakshak accident, defence minister AK Antony had asked the navy brass to "optimally operate" the country's assets and ensure these were not "frittered away." Joshi is said to have resented this perceived insinuation that the force wasn't conducting itself professionally.

Weeks later, admiral Joshi virtually brushed aside the minister's concerns, stressing that the navy's track record was "not that bad" compared with international navies. A rash of accidents that followed set off alarm bells in the ministry, with the minister giving a piece of his mind to Joshi on several occasions.

The combined cost of warships involved in recent accidents is pegged at more than Rs. 10,000 crore, at a time when Prime Minister Manmohan Singh has advised military commanders to exercise prudence in defence acquisitions and "cut our coat according to our cloth."

Dismayed over a string of accidents involving leading warships, defence Antony had asked the navy three weeks ago to clean up its act, saying he wasn't satisfied with the force's functioning.

The latest mishap took place 50 km off the Mumbai coast early Wednesday, while the boat was on a routine training exercise. A navy officer said the sailors became unconscious after smoke started to fill the boat and were airlifted to a naval hospital in Mumbai. Fire in one of the battery compartments, triggered by a short circuit, could have caused the accident, a source said.

"The deputy electrical officer (a lieutenant commander) and the watch keeping officer (a lieutenant) are still missing. Compartments get sealed automatically when the fire-fighting system kicks in," the source said. Senior navy officials, including Commodore Commanding Submarines (West), were on board the submarine when the accident took place.

The submarine had undergone a refit at the naval dockyard in Mumbai barely two months ago, raising serious questions about the quality of upgrade it underwent.

The Indian Navy will present a report on the configuration options for the second indigenous Indian Aircraft Carrier (IAC-2) to the Ministry of Defense next month.

At a recent seminar on the country’s naval aviation, it became clear that the vessel will likely be in the 65,000 ton class.
It could be equipped with American aircraft – or a combination that might include the naval version of the French Rafale fighter.
“The fighters must be transformational. We must decide on the aircraft first, and this choice must determine the design of the carrier and its deck,” said an official.
